How a car actually changes hands here
Every UKKI deal runs through the same sequence. You can see where yours has got to at any point, and so can the other side.
1 · The car is verified
The registration number is looked up in the Parivahan registry, so make, variant, registration date, fuel and owner count come from the record rather than from what somebody typed. The seller’s name has to match the RC.
Six title checks run against the car: hypothecation, challans, insurance validity, blacklist, RC status and ownership. A car that fails a blocking check cannot be published.
2 · The car is inspected
Either the seller records a guided 360° walk-around, or a UKKI inspector visits and runs a 200+ point check across sixteen sections. Either way the report is reviewed by UKKI before anything goes live, and the findings are published with the car — including the ones that failed.
3 · Buyer and seller find each other
A car is either listed publicly or shared through a private invite tied to one phone number. Offers go back and forth in a thread; the latest offer expires after seven days, after which either side can make a fresh one.
A viewing is booked with a confirmed time, and both people verify a code when they meet, so each knows the other is who the deal says they are.
4 · Both sides are checked
Before a deal can be created, both parties complete identity verification: Aadhaar through DigiLocker, PAN, and a bank account confirmed by a reverse penny drop. The bank account is where the seller will be paid, so it is verified rather than typed.
5 · The money is placed with UKKI
The buyer transfers the agreed amount to a UKKI account using instructions shown in the deal, and tells us the bank reference. We match it against our statement and confirm receipt. The seller can see that the money has arrived before releasing the car, and the buyer is not paying a stranger in advance.
6 · The paperwork is filed
The sale agreement and Form 29/30 are signed by both parties with Aadhaar eSign. If there is a loan on the car, UKKI coordinates the foreclosure and clears the hypothecation. The transfer is filed with the RTO and tracked through Parivahan.
7 · Handover and payout
The car is collected or delivered, both sides confirm with a handover code, and the buyer accepts it. Only then is the seller paid. The seller’s liability for the car ends on the handover date recorded in the agreement, not when the RTO finishes processing.
